JOINT STATEMENT: Funding for the Regional Public Investment Programme of the Hodh Ech Chargui 2022-2025
This Saturday, November 27, 2021, was held in Néma, under the chairmanship of the Prime Minister, His Excellency Mr. Mohamed Bilal Messoud, a meeting for the mobilisation of external financing of the Regional Strategy for Accelerated Growth and Shared Prosperity (SCRAPP) of Hodh Ech Chargui.
This round table was attended by several members of the Government, technical and financial partners also members of the Sahel Alliance, administrative authorities, local elected officials, decentralised State services, civil society organisations and local actors.
On this occasion, H.E. The Prime Minister reiterated the determination of His Excellency Mohamed Ould Cheikh El Ghazouani, President of the Islamic Republic of Mauritania, to pursue and intensify ongoing efforts in all sectors to fulfil the social and economic potential of this important region of the country, for a harmonious and inclusive development.
After reviewing the diagnosis of the Hodh Ech Chargui SCRAPP and its Public Investment Programme on external resources, the participants praised the quality of the analysis of the challenges and the relevance of the projects developed with the active participation of local stakeholders in the region.
The Regional Public Investment Programme for the period 2022-2025 consists of a portfolio of 29 projects with an overall cost of MRU 3.7 billion, or about USD 100 million. It covers the areas of Agriculture, Livestock, Environment, Village-Pastoral Hydraulics, Culture, Justice, Education, Health and Social Affairs, Support to the Administration and multi-sectoral projects for the promotion of socio-economic and eco-tourism infrastructures that generate employment for the youth.
The round table presented an opportunity for the technical and financial partners, while recalling the financing of actions being implemented in the region, to renew their commitment to backing the efforts and strong political will of the highest authorities of Mauritania for the security and development of the region , and to provide their full support for the financing of the Regional Public Investment Programme for the 2022-2025 period. Funding from members of the Sahel Alliance will include the following:
Under Pillar 1 relating to growth: MRU 2.269 billion / $62.5 million, including:
- 363 million in the agriculture sector
- 672 million in the livestock sector
- 635 million in the village-pastoral hydraulics sector
Under Pillar 2 relating to human capital: MRU 599 million / $16.5M
Under Pillar 3 relating to support for governance and decentralisation: MRU 1.416 billion / $39M
This amounts to a total of nearly 4.3 billion MRUs, or about $118 million.
They also stressed that this meeting and its objectives contribute significantly to the effective implementation of the Integrated Territorial Approach (ITA) – a joint commitment between the G5 Sahel countries and the Sahel Alliance – with a view to bringing about rapid impacts and strengthening dialogue and consultation with all partners active in the Hodh Ech Chargui priority zone.
The technical and financial partners welcomed the Government’s commitment to share and monitor the results of the actions carried out for the benefit of the populations of Hodh Ech Chargui with all stakeholders.
The Government and the technical and financial partners welcomed the quality of their partnership and agreed to deepen the dialogue and further strengthen the coordination of their actions for the identification and implementation of measures aimed at the harmonious and inclusive development of Hodh Ech Chargui and the well-being of the populations, in particular, the most vulnerable, including refugees.
Finally, the participants praised the perfect organisation and success of the round table. They warmly thanked the people of Hodh Ech Chargui for the welcome and hospitality they received during their stay in Néma.
