Chad: Dialogue with Local Entities in Kanem & Barh el Gazel Continues
National authorities and Alliance Sahel partners visited projects supporting the populations of the Kanem and Barh el Gazel provinces in Chad. During this mission, the delegations strengthened the dialogue with local authorities and beneficiaries for a better operationalisation of Territorial Approaches in priority areas.
This 3-day mission (from 2 to 4 October 2023) was organised by the “Territorial Approach/Nexus” thematic group, under the leadership of the Chadian Minister Secretary of State for Economic Prospective and International Partnerships (MPEPI). Most of the Sahel Alliance members participated to this mission (see list below).
The aim was to continue the dialogue initiated with local authorities, decentralised services and communities. Discussions focused on the development challenges facing Kanem and Bar El Gazel in the context of the upcoming 2024-2027 National Development Plan and its implementation at the local level, with the aim to proposing a coordinated response to the region’s priorities.
Alliance Sahel members and local authorities discussed the priorities of the Provincial Development Plans presented in Mao and Moussoro by the Provincial Action Committees. The participants of the mission then visited projects implemented using a coordinated approach by the members of the Sahel Alliance. The meetings in the field highlighted the importance of synergies and complementarity between stakeholders to achieve better results and greater sustainability of interventions by facilitating scaling-up.
Building a coordinated response
This mission allowed to:
- Strengthen dialogue between donors, between donors and local authorities and between donors and beneficiaries
- Note the progress made regarding the operationalisation of the Integrated Territorial Approach and the Nexus
- Identify the obstacles to implementing the Integrated Territorial Approach and the Nexus
- Initiate discussions to develop a roadmap for better implementation of the Integrated Territorial Approach and the Nexus in these areas.
On the basis of the progress observed and the obstacles identified, the participants will prepare a roadmap to establish a coordinated contribution to the implementation of the provincial development plans of the two provinces. The aim of this roadmap will be to build a more coordinated response, aligned with national, regional and provincial development priorities.
At the ground level
The projects visited cover a wide range of themes: food security, ICTs, vocational training, access to water, nutrition and mother and child health.
These projects provide short-term humanitarian responses, while at the same time working on medium- and long-term development initiatives, including:
– The Mao Digital Resource Centre, supported by GIZ, the Mao Town Hall and the Mao Youth Platform.
– The installation of a mini drinking water supply system, thanks to funding and technical support from the WFP and the FAO.
– Development of market garden sites, implemented by P2RSA with funding from the European Union
– Health centres run by government departments, with technical and financial support from UNICEF, through decentralised government technical departments and local NGOs.
– The Moussoro vocational training centre, supported by the Ministry of Vocational Training, the town of Moussoro, GIZ, WFP and IOM.
