Mission of the Coordinator of the Sahel Alliance to Burkina Faso
Mr. Adrien Haye, Coordinator of the Sahel Alliance, visited Burkina Faso from 8 to 11 November 2021. The numerous and fruitful meetings enabled the strengthening of dialogue and consultation with the national authorities in charge of the G5 Sahel and of the dynamics of coordination between members and partners of the Alliance on the ground, against the backdrop of a worrying security context.
In Burkina Faso, 11 members of the Alliance are active and support the country in its stabilisation and development efforts. The portfolio of Sahel Alliance labelled projects[1] consists of 194 ongoing projects and 16 projects under appraisal for a total amount of 3.8 billion Euros. The three main sectors benefiting from this funding – in terms of volume – are decentralisation and basic services (34%), rural development and food security (26%) and energy (12%),
Mr. Adrien Haye and Mr. Gilles Chausse, Director of AFD and Spokesperson for the Sahel Alliance in Burkina Faso, were granted an audience by Mr. Lassané Kaboré, Minister of Economy, Finance and Development and Minister in charge of the G5 Sahel, and Mrs. Pauline Zouré Kaboré, Minister Delegate in charge of Land Use Planning and Forecasting. Minister Kaboré recalled the great interest shown by the Burkinabe authorities in the Sahel Alliance, whose creation they had welcomed during their presidency of the G5. He stressed the relevance of the Integrated Territorial Approach (ITA), supported by the Alliance and based on the principles of actions adopted by the G5 Sahel (CAPI), as a means of ensuring the operational coordination of all actors on the ground and strengthening the decentralised and devolved structures of the State in the priority areas where the ITA is implemented. For the Minister, the Regional Consultation Frameworks (RCFs) chaired by the Governors are the appropriate anchor for the piloting of the ITA. He also mentioned the importance of working together on the streamlining, adaptation and coherence of procedures related to the appraisal and execution of development projects, stressing that he had taken steps in this direction with regard to the public procurement code. Minister Zouré Kaboré for her part, insisted on the need to include projects/programmes financed by Alliance members in national development strategies, in particular the Emergency Programme for the Sahel (PUS-BF) and the Stabilisation and Resilience Programme. Finally, Mr. Haye stressed the importance of involving the Sahel Alliance in Burkina Faso’s Committee for the follow-up of the N’Djamena Roadmap, under Pillar 4/Development of the Coalition for the Sahel.
The Emergency Development Programme, a major topic of discussion
Working meetings were also held with the Director General of Cooperation, Mr. Inoussa Ouiminga, and the G5 Sahel Coordinator in Burkina Faso, Mr. Souako Norbert Kohoun, and their respective teams. This meeting focused on the implementation and monitoring of the rapid impact projects of the Emergency Development Programme (EDP), emblematic of the partnership between the G5 and the Sahel Alliance. Burkina Faso benefits from 7 regional or bilateral EDP projects, for a total amount of 116.5 million Euros (water and sanitation, agro-pastoralism, youth and peace, stabilisation of cross-border areas, “Three borders” project in Liptako-Gourma). Mr. Kohoun emphasised the objectives of the EDP and the Stabilisation and Resilience Programme and on the importance of the stabilisation and development actions undertaken on the Ouagdougou – Kaya – Dori axis.
Finally, the mission was an opportunity to bring together all the members of the Sahel Alliance represented in Burkina Faso and to have bilateral meetings with the vast majority of them (GER, AfDB, BEL, World Bank, CAN, FR, ITA, LUX, SNU, EU…). Exchanges focused on the activities and upcoming deadlines of the Sahel Alliance in Burkina Faso and the concrete terms of ITA implementation in the priority areas of the Centre North and Sahel regions. Two working sessions were also organised with the teams of the UNDP, the lead agency for the ITA in the Centre North region.
